Westminster started in 1870 as a Presbyterian temperance colony founded by Rev. Lemuel Webber, and its early economy ran on farmland: dairy herds through the late 1800s alongside walnuts, strawberries, celery, and lima beans, crops that were later pushed out by a fast-growing sugar beet industry. That sugar beet run didn't last: a change in tariff law combined with a pest infestation to collapse Southern California's sugar beet industry, and local goldfish farms filled part of the gap it left behind. Westminster's food-processing chapter is history now, but the packaging equipment that era's dairies and beet-sugar plants would have needed still serves the food and beverage producers operating near it today.
Westminster's top employers today sit in retail, healthcare, and education rather than manufacturing, and the city's food economy runs more through restaurants and grocers than production plants, including in Little Saigon, the country's largest Vietnamese population center outside Vietnam following 1970s refugee resettlement.
