Thunder Bay's grain elevators once made the city a linchpin of Canadian east-west grain shipping across the Great Lakes and St. Lawrence Seaway, the kind of bulk volume that packaging equipment here has to keep up with. Many of those elevators have closed as grain traffic shifted toward Pacific coast ports, though the port remains active in Seaway trade today. A forest-products company is the city's largest private-sector employer, with more than 1,500 jobs, a legacy of pulp-and-paper mills first built in 1917 and 1920. A rail and transit-vehicle manufacturing plant built in 1912, still running at roughly 553,000 square feet, employs about 500 people building transit vehicles for public transit systems in southern Ontario, after a century that also included railway box cars and wartime aircraft.
